OFFSHORE WIND ENERGY DEVELOPMENT IN BULGARIA: LEGAL FRAMEWORK UNDER THE BILL ON ENERGY FROM RENEWABLE SOURCES IN MARITIME SPACES

Milan Pandev, Partner at DJINGOV, GOUGINSKI, KYUTCHUKOV & VELICHKOV and Antoniya Medzhedelieva have written an article for the International Energy Law Review, which analyses Bulgaria’s draft legislation proposed to regulate electricity generation through wind farms in the country’s marine waters. The draft Law is a concise regulatory document, which comprises most key elements expected from an offshore wind law—the scope, the competent authorities’ mandate, the preliminary studies as well as the envisaged regulation of the planning, construction, grid interconnection and operation of offshore wind power plants. The proposed legal tools for granting and protection of offshore wind development rights, the related contracts, as well as some areas that require further improvements are also discussed in this article.
