At the end of November and in the beginning of December 2008 the Bulgarian Minister of Environment and Waters has issued two orders directly affecting the renewable energy projects in the regions of cape Kaliakra and Kresna river valley. The adoption of the two orders is made in fulfilment of the obligations of Bulgaria as EU Member State to transpose EU environmental laws and in particular Wild Birds Directive (79/409/EEC).
By virtue of Order No РД-748 (SG 97/11.11.2008), a Kresna Special Protection Zone with identification No BG0002003 has been designated. As of 11 November 2008 the construction of new hydro power stations and wind power stations within the territory of Kresna Special Protection Zone is forbidden, except for the ones already approved pursuant to the procedures set in the environment related laws.
In view of the numerous plans, designs and investment proposals in Kaliakra region, by virtue of Order No РД-855 (SG 103/02.12.2008) as of 2 December 2008 a temporary ban has been imposed on all procedures for changing of designation of the land, forests and water areas, being part of the agricultural and forest fund in Kaliakra Complex Special Protection Zone with identification No BG0000573. The ban is issued for a term of one year or until the entry into force of the final designation order for Kaliakra Complex Special Protection Zone.
