Neli Shikova

Neli Shikova is an Associate at DGKV’s Dispute Resolution practice. Neli joined DGKV as an associate in 2023. She has a strong background in various controversy procedures before both administrative and judicial bodies, with a main stream of work in the field of court representation. She has represented international and local clients in the telecommunications industry, energy sector, healthcare, e-commerce, banking and finance, consumer products and retail, construction services. She has also worked on several referrals for preliminary rulings before the Court of Justice of the European Union ultimately leading to significant changes in the law and common practices. She has been engaged in appeal proceedings before the European Court of Human Rights as well as in supporting clients on infringement procedures before the European Commission. In her legal practice, Neli has participated in legislative policy projects, with a main contribution in the controversy resolutions, as well as in advisory projects, including consulting, planning and optimization for companies operating in different business sectors. In addition to her practical experience, Neli has a strong academic background, being a Summa Cum Laude graduate of the Faculty of Law of the University of National and World Economy and having successfully completed several internships within the judicial system.

Recent representative projects include:

  • Advising one of the largest Bulgarian publicly traded companies in Bulgaria Eurohold and its insurance business Euroins Insurance Group (EIG) on their investment dispute with the Government of Romania in relation to the withdrawal of EIG’s operating licence by Romanian officials.
  • Representing the global-mining and metals company Mechel Carbon AG in a SCC international commercial arbitration proceeding against Thermal Power Plant Rousse under contractual payment claims in relation to an agreement for supply of coal, as well as in related litigation against the National Electricity Company EAD as a third-party debtor under pledged receivables.
  • Representing the Bulgarian Supreme Judicial Council in a public procurement dispute related to the creation of an optimization model of the judicial map of Bulgarian courts and prosecutor's offices as well as the development of a unified information system of the courts.
  • Advised Biomachinostroene AD on a dispute regarding anti-dumping duty on imports of certain hot rolled stainless steel sheets and coils consigned from Türkiye as well as definitive safeguard measures. Successfully achieved annulment of the customs authorities’ decision and revision of the case.
