Dual use goods are those that may have both civilian and military application. The EU controls the export, transit, brokerage, and technical assistance of and for dual-use items as part of its commitment to contributing to international peace and security and preventing the proliferation of weapons of mass destruction. EU export controls reflect commitments agreed upon in key multilateral export control regimes such as the Australia Group, the Wassenaar Arrangement, the Nuclear Suppliers Group, and the Missile Technology Control Regime. Although Bulgaria’s national export control law is generally harmonized with the EU legislation, some aspects are unique to the country.
