The Bulgarian State Railways (BDZ) will hire a financial consultant to draft a rehabilitation programme for the company. The structural reform in BDZ has been unsuccessful, which is not attributable to the fact that it was divided into two companies (one operating the trains and another handling the railway infrastructure) but to the applied principle of separation, transfer of commitments, obligations and many other factors. The consultant should be selected pursuant to the Public Procurement Act.
The European Union will provide 800 million euro for Bulgaria's rail transport renovation. More than 60 railway stations will be repaired and renovated in Bulgaria.
The tunnel under Mt Shipka is not included in the European projects because Pan-European Transport Corridor No. IX does not figure among the EU priorities until 2012. Building the Shipka tunnel requires public-private partnership , though no expressions of investor interest in this project have reached the Ministry of Transport so far.
