The privatisation agency has admitted four candidates to the bidding for the thermo-power and heating plant in the country's fifth largest city of Ruse . The group of certified applicants comprises the Czech Electricity Company (CEZ), Dalkia International (France) E.ON Germany), and Holding Slovenske Elektrarne ( Slovenia ). The other three firms that have submitted admission requests -- Inter RAO UES ( Russia ), Mechel International ( Switzerland ), and Parsons E&C (US) -- have failed to meet all tender requirements. Bidding bids for full-scale acquisition of the 41MW plant should be submitted by 11.00 hours local time (12.00 CET) on November 3. The privatisation agency is separately running tenders for the heating utilities in Plovdiv , Varna , and Sliven . All sale procedures are expected to end up by the end of the year.
