EDPB Helsinki Statement: Towards GDPR Enhanced Implementation and Higher Compliance

At its high-level meeting in Helsinki on 1–2 July 2025, the European Data Protection Board (“EDPB”) adopted a landmark Statement on enhanced clarity, support and engagement. According to the statement, EDPB starts initiatives facilitating and supporting GDPR implementation across Europe especially for micro, small, and medium-sized organizations.

Further to the stated fundamental rights approach to innovation and competitiveness, EDPB will focus on helping micro, small, and medium-sized businesses to improve their GDPR compliance by:

  • Strengthening dialogue with stakeholders;
  • Providing timely, accessible, and practical GDPR guidance;
  • Delivering ready-to-use tools – including a common data breach notification template for EU Member States data protection authorities, and direct resources like checklists, how-tos, and FAQs;
  • Enhancing consistency in GDPR application and enforcement; and
  • Fostering closer cooperation with other regulators.

These initiatives of EDPB aim at empowering responsible innovation, easing up compliance, and reinforcing EU competitiveness in the digital age.
