DGKV contributes chapter on Bulgaria to the Global Project Finance Guide 2026

DGKV Counsel Tsvetelina Bayraktarova and Partner Kaloyan Krumov are the lead authors of the chapter on Bulgaria in the Global Project Finance Guide 2026, part of the Ergun Publication Series: Global Legal Guides.

The chapter provides an overview of the legal and regulatory framework for project financing in Bulgaria, addressing the key legal instruments governing financing transactions, security structures, investment incentives and the practical aspects of structuring bankable projects.

It examines the legislative framework applicable to project finance, including the Law on Obligations and Contracts, the Commerce Act and the Law on Registered Pledges, together with sector-specific regimes such as energy, electronic communications infrastructure, concessions and public procurement.

The publication also discusses investment incentives, financing structures involving international lenders and security agents, public-private partnerships and concessions, environmental, social and governance (ESG) considerations, and current developments shaping project finance and infrastructure investment in Bulgaria.

The chapter was prepared with input from lawyers across DGKV’s multidisciplinary teams, reflecting the firm’s full-service expertise in advising complex project finance and infrastructure investments in Bulgaria.

The guide provides practical insights for international investors, lenders and project sponsors considering opportunities in Bulgaria.
