
Dimitar Tabakov is a Senior Associate at DGKV in the Public Procurement & EU Funding, Projects, PPP & PFI, Transport, Logistics & Infrastructure, Defence and Dual - use Items, Public Law & Legal Advocacy
and Dispute Resolution practices. He joined DGKV in 2022. Dimitar has been practicing as an attorney-at-law since 2016 and expanded his qualifications by becoming a certified mediator in 2024.
He has handled a variety of matters, representing the interests of corporate and individual clients on complex issues, transactions, settlements, and lawsuits. Prior to joining DGKV’s team, Dimitar provided a full range of
legal services to a leading bank in Bulgaria and regularly advised two Managing Authorities of European Structural and Investment Funds, allowing him to develop considerable expertise in this area.
Dimitar frequently provides specialized counsel to clients in the Defence and Dual-use Items Industry.
Recent representative projects include:
- Advised SOF Connect AD, operator of the main commercial airport in Bulgaria, on the preparation of several agreements for the supply, delivery, installation, operation, and maintenance of the new Baggage Handling System (BHS) and Hold Baggage Screening System (HBSS) at Terminal 2, Sofia Airport.
- Providing ongoing advice to Gilat Satellite Networks Ltd and its Bulgarian subsidiary RaySat Bulgaria EOOD on various legal matters including export control of Defence-Related Products and Dual-Use Items and participation in the European Union Space Programme.
- Advised INGEINERIA Y ECONOMIA DET TRANSPORTE SME MP, SA(INECO) and identified potential structures for cooperation with the Bulgarian National Railway Infrastructure Company in accordance with the applicable Bulgarian and European Union public procurement legislation.
- Represented GE Healthcare Bulgaria EOOD, a subsidiary of GE HEALTHCARE BVBA, before the Bulgarian Commission on Protection of Competition in a dispute against the Bulgarian Ministry of Healthcare concerning a public procurement tender for the supply of imaging equipment with an estimated value of approx. EUR 31 million (VAT included).
